The correspondence is to Dr. Elton Abernathy of the Southwest Texas State College and a member of the Texas Association of College Teachers from Rupert C. Koeninger.

Koeninger mentions that he is planning on seeing each of the Board of Regents personally and in a quiet manner. Koeninger mentions that Dr. William Cook said he will write a letter to the vice president and if Abernathy can contact Dr. Cook to see if he knows about Koeninger's situation. Koeninger also mentions that he was enclosing materials that the members of Abernathy's committee would need to be fully aware of Koeninger's situation.

Rupert C. Koeninger also mentions the "rider" that was attached to a bill concerning that administrators, school trustees, or Board of Regents cannot penalize a teacher for participating in political or other activities.
