This correspondence is addressed to Professor Millard H. Ruud, The University of Texas from Rupert C. Koeninger.

Rupert C. Koeninger writes to Millard H. Ruud thanking him for his letter regarding the reply from Mr. Rassam (File 21). Koeninger mentions that last year when it was suggested for him to be fired, Dr. Lowman (President of Sam Houston State Teachers College) objected and told the Board of Regents that Koeninger could not be released without a hearing. The Board then stated that they will employ Koeninger this year if Dr. Lowman agrees to not recommend him for the following year. Koeninger then mentions that Dr. Lowman's hands are tied and Dr. Lowman believes that the president of the Board does not intend for Koeninger's case to be brought up. Koeninger mentions that Dr. Lowman wishes for him to stay as a faulty member but that he will be unable to get his case on the president's agenda. Dr. Lowman has also mentioned to Koeninger that the president considers Koeninger's matter to be a closed case and by May Koeninger's name will not appear on the list of faculty appointments.

Koeninger writes that Mr. D. Holloman (a business manager) is a friend of Judge Rogers who is the "chief instigator of the trouble." Mr. D. Holloman believes he can talk to Judge Rogers and a conference between Koeninger and Judge Rogers can happen where they can settle the matter out of court. Koeninger mentions that he is hopeful in approaching the Attorney General in regards to his case.

Koeninger writes that the question that is raised is whether he should look for another job or fight the case against him.
