Gibson R. Randle, Rupert C. Koeninger's attorney writes the Texas Governor Price Daniel suggesting he has not been told of all of the developments of the case. Randle mentions if that is the case to talk to Emil Rassman and Newton Gresham, Board of Regents.

Randle proposes for the Board to reinstate Koeninger and mentions the vacancy on the Board in which he believes the governor will appoint someone similar to Rassman and Gresham.
