Howard B. Gill, professor from The American University School of Government and Public Administration writes Rupert C. Koeninger. Gill mentions 3 programs he is working on where Koeninger can provide assistance if he wishes. The programs are Juvenile Delinquency, for the Air Force and Navy to coordinate a noncommissed officer course, and to expand the Institute (possibly referring to the National Institute of Mental Health) to take in civilians.
